The Community Crime Victims (CCVS) grant program was established by the Colorado General Assembly through House Bill 18-1409 in 2018 and renewed and expanded for five years in 2023. This program adopts a community-based, public health approach aimed at supplementing existing victim services, particularly targeting historically underrepresented and under-resourced populations, such as people of color, men, and young adults. The initiative also focuses on reducing the risk of repeat victimization.

To enhance the effectiveness of the CCVS program, a third-party grant administrator model is utilized to engage smaller community and faith-based organizations (CFBOs) that often lack access to grant funding. The Latino Coalition for Community Leadership (LCCL) serves as the third-party administrator, offering grantees vital support, including case management, financial management, data collection systems, and ongoing technical assistance to ensure compliance with grant requirements.

Meet The Latino Coalition for Community Leadership (LCCL) 

The LCCL is guided by the belief that historically under-resourced communities have innate wisdom and deserve to be equitably resourced to take a bold and influential role in shaping their future. Specifically, the LCCL supports community and faith-based organizations (CFBO) working in under-resourced communities of color and rural areas. While deeply connected to local issues and solutions, these organizations are often overlooked due to a need for more infrastructure and organizational capacity.

Since 2003, the LCCL has helped grassroots organizations compete for, procure, and effectively manage government and philanthropic grant funds through hands-on support and tailored technical assistance.  Our concentrated and sustained approach results in more accessible and responsive services for individuals and families, demonstrating social returns to build sustainable community and faith-based partners.

Who is Eligible to Apply:

  • A nonprofit organization registered and in good standing with the Colorado Secretary of State's Office and with a Non-Profit Community Based 501(c) 3 designation in good standing issued by the Federal Internal Revenue Service.

  • A Tribal agency or program (tribe listed on the Federal Register published by the Bureau of Indian Affairs or a tribal organization with a tribal authorizing resolution if offering services on a reservation)

  • School districts, BOCES, charter schools, and facility schools

  • A professional who is regulated by the Department of Regulatory Agencies (DORA) and registered as a nonprofit in good standing with the Colorado Secretary of State's Office with 501(c)3 designation issued by the Federal Internal Revenue Service or nonprofit meeting the same requirements and employing or subcontracting professionals regulated by DORA.  Note: For-profit organizations are not eligible to apply.

Grant Funding and Target Area 

This Request for Proposal (RFP) aims to award up to three grants, ranging from $75,000 to $300,000, to eligible entities in Colorado. Grant amounts may vary based on the merit of the proposals, and awards may not necessarily be distributed equally.

The Colorado General Assembly authorized the grant program for 5 years, but appropriations are only made annually.   The State of Colorado runs on a fiscal year starting July 1 and ending on June 30 of the following year.  This RFP spans two grant cycles covering two different fiscal years.  The first grant cycle covers a very short period (5 months) of the current fiscal year.  The second grant cycle covers a full fiscal year (12 months). It will be helpful for Proposers to approach the proposal in two distinct periods covering 17 months, particularly for budgeting.  Each one will be addressed below to provide greater detail.

  1.  Fiscal Year 2024 - 2025 (5 Months covering February 5, 2025-June 30, 2025)

    For the initial grant cycle, the period of performance is 5 months.  It is anticipated that grant award notification will take place the week of February 3, 2025, with a program start date of February 5, 2025.   The first month (February 2025) is considered a training and start-up month.  Direct service delivery will start in the second month (March 1, 2025.)  A Proposer may create a budget for the period covering February 5, 2025 - June 30, 2025,  up to $75,000.

  2. Fiscal Year 2025-2026 (12 Months covering July 1, 2025-June 30, 2026)

    For the second grant cycle, the period of performance is 12 months.  It is anticipated that a full year of funding begins July 1, 2025, through June 30, 2026. The proposer may create a budget for the period covering July 1, 2025 - June 30, 2026, from $150,000 - $300,000.  Again, funding for this period will depend on authorized appropriations from the State and grantee performance.  As such, funding for this fiscal year cannot and will not be guaranteed or obligated.  Grantees who successfully meet performance measures and remain in compliance with grant requirements are generally invited to reapply for continued funding in subsequent years.

Organization Preference Criteria  

The CCVS grant program aims to offer a community-based public health approach—focused on the health, safety, and well-being of entire populations—that complements the existing victims’ services model. It is designed to support organizational development and program delivery and is integrated with ongoing technical assistance. Preferred organizations should meet the following criteria:

  • Have demonstrated experience working with the target population, particularly historically underserved populations, including men, people of color, and young adults.

  • Demonstrates a history or strong likelihood of achieving good outcomes and compliance. 

  • Currently and substantively provide services within one of the proposed target areas (Denver Metropolitan and rural communities).

  • Be able to develop and maintain productive and collaborative partnerships with stakeholders such as other grantees, community and faith-based organizations, victim service providers, the criminal justice system, and CDPHE, 

  • If the proposer is a nonprofit organization, provide documentation that the entity is in good standing with the CO Secretary of State and the Internal Revenue Service,

  • Agree to participate in training conducted or sponsored by the CDPHE or LCCL, 

  • Agree to perform timely data entry into the LCCL case management/data collection and fiscal data systems,

  • Agree to have staff, volunteers, or contractors providing direct services to crime victims funded by this grant submit to a criminal background check as required by CDPHE.

  • Provide services directly or through linkages with established and reputable entities.

To be considered for funding, the proposal, budget, and budget narrative must be submitted electronically through the GivingData Grantee Portal (instructions provided below) by 1:00 p.m. MST on January 17, 2025.  Submissions of proposal documents via email are not acceptable and will be rejected.
