Community Re-Entry Program for Higher Needs Women Transitioning from State Prison
The Latino Coalition for Community Leadership (LCCL) is expanding the successful Colorado Work and Gain Education & Employment Skills (WAGEES) program that began on January 1, 2015 through the development of a reentry pilot specifically for women transitioning from state prison to the Denver metro area who have higher needs for medical and behavioral health care, in addition to needing other reentry support services.
Because of the focus on women with higher needs, one of the key community partners will involve a Federally Qualified Healthcare (FQHC) provider and the Latino Coalition for Community Leadership (LCCL) has already contracted with the Colorado Coalition for the Homeless Stout Street Clinic to serve in that capacity.
The “Women’s Re-entry Pilot” grant program is intended to be a mechanism to facilitate and support a strong partnership between the Colorado Department of Corrections, Stout Street Clinic, and a community and faith based organization (CFBO) that will be responsible for providing wrap around and stabilization services to women in the pilot program. The Stout Street Clinic will be responsible for coordinating and providing primary health care, dental, vision, Medication Assisted Treatment, and behavioral health services, including psychiatric and substance abuse disorder treatment.
Women on parole or who are DOC transition clients in community corrections who have been designated by DOC as having higher needs are eligible to receive services through this pilot program.
This RFP will award one grant to a CFBO to provide one-on-one case management and stabilization services such as employment, housing, identification acquisition, family reunification, mentoring, cognitive behavioral treatment or other support services to address participants’ needs.
Program Outcomes
The focus of the Women’s Re-entry Pilot is to achieve the following outcomes for participants:
- Improved health through access to on-going care.
- Improved mental health, including a reduction in substance abuse and consequences of trauma.
- Stabilized living including safe and affordable housing, steady employment, and healthy relationships with family and significant others.
- Decrease in recidivism and re-incarceration for either a technical violation of supervision or a conviction for a new offense while in the program.
Target Area
The awarded CFBO must provide services in the Denver metro area.
Eligibility
The WAGEES project is designed to support organizational development and program delivery that is integrated with ongoing technical assistance. Preferred organizations will meet the following criteria:
- Be a non-profit organization or any Indian or Native American entity,
- Have demonstrated experience working with the target participants,
- Have a track-record of good outcomes with target participants,
- Currently provide services within the target area proposed (Denver Metro Area),
- Be able to develop and maintain partnerships with state correctional agencies, local parole offices, the CCH Stout Street Clinic, and other relevant stakeholders,
- Provide documentation that their organization is in good standing with the CO Secretary of State,
- Agree to participate in trainings conducted or sponsored by the CDOC or LCCL,
- Agree to perform timely data entry into the LCCL and CDOC data systems,
- Agree to having staff, volunteers or contractors submit to a criminal background check,
- Provide services directly or through linkages with established and reputable entities, and although not required, matching-funds and/or in-kind contributions are encouraged,
- Agree to work collaboratively with the CCH Stout Street Clinic.
Note: For-profit organizations and units of government are not eligible to apply.
